Round, Black UFO Observed Over North

Based on witness statement:
I saw a round black object going at the speed of a powerful bird, at the same height roughly as a soaring buzzard, visible under the highest cloud level; it took about 12 seconds to travel across an arc of vision of 180 degrees.
The object was traveling South to North across the sky with power and direction, in an unwavering horizontal line; it wasn't the sort of thing that I expected to see out my kitchen window as I was washing up!
Suggestions have been made that it was a military or survey drone or possibly a meteor, I wondered if you could help further.
