Black, Donut-Shaped Aerial Object With Light

I was staring out of my fourth floor flat window and noticed a round black 
object in the distance that seemed to be hovering in the sky, 

I assumed it was a large balloon but continued to watch as it seemed to 
emit a pulse of red light.

My thought at this point was perhaps it was a drone, however it had no 
propeller,  

It began to move towards my flat and as it got nearer I noticed it was 
donut-shaped and every minute the red light pulsed, also the air around 
the object was hazy, a little like the air around a naked flame. 

At this point I ran to get my phone so I could get a picture but when 
I returned it had passed over my building and had moved far into the 
distance,

I would love to know if anyone else observed this.
